Regardless of what looked to be a great support to increase Utah’s laws on CBD, the attempt fell back without a vote earlier in March. The Mormon Church was one of those who, to much surprise, began to support the CBD laws. After this, lawmakers did not oppose the bill too much. According to them, the only issue was that there was not enough cash to put the bill into place. For that reason, pot proponents are still hopeful.

“That momentum will either be translated into legislation to be enacted next year, or a ballot initiative,” said the chairman of the Marijuana Majority, Tom Angell.

But this entire process brings up another problem. Why are there so many cannabis states that have CBD-only legislation. It turns out that there are sixteen states that have some sort of CBD legislation on the books. The cannabinoid first gained mainstream media attention when CNN’s Weed documentary told the story of Charlotte Figi, a child whose epileptic seizures were greatly helped by CBD oil.

Early stages of research suggest it might help the neuropathic pain, muscle spasms and maybe even certain symptoms of cancer. Unlike THC, CBD is non-psychoactive, and the United States’ resistance to it highlights the country’s prudish approach. This week, a CBD bill failed to pass in Wisconsin because lawmakers were worried about trace amounts of THC present in CBD oils. While it’s unlikely that trace amounts of THC would be enough to produce psychoactive effects in a high-CBD product, concern over people getting high isn’t the only reason conservative legislatures are passing these restrictive laws.

“These lawmakers oppose marijuana, and they oppose the public’s access to marijuana,” deputy director of NORML, Paul Armentano, said. “These CBD-specific bills are written in a way that helps virtually nobody… that’s why conservatives support the bills.”
