A report that was generated by the House of Representatives has included some guidelines about medicinal marijuana that Democratic Senator Daylin Leach “can live with.” There are, of course, issues that he has found in the nine-page memo that was written by the House’s Policy Chair, Kerry Benninghoff, but Leach claims that it is something she can see the Senate passing and moving to Governor Tom Wolf. According to the memo, the group met 10 times throughout the summer in order to focus on conditions, distribution, access to the medicine and recommendations of medicinal marijuana.
“The memo shows the House is serious about this,” stated Senator Mike Folmer from Lebanon County. He is of the main sponsors of Senate Bill 3, which seeks to legalize medicinal marijuana in Pennsylvania for certain conditions.
“The memo is merely a list of recommendations from legislators who have generally supported medical marijuana,” Executive director of PhillyNORML, Chris Goldstein, stated, wondering when these recommendations would be amended. “I have a feeling this will be held hostage until a budget is passed.”
The House Health Committee has been reluctant to take up medicinal marijuana legislations; For instance, when Senate Bill 3 was mentioned, they blocked it. It wasn’t referenced again until months later. Another bill in the House, House Bill 1432, was introduced earlier in the summer. It was basically an “extremely limited version of Folmer’s bill,” according to opposers.
“Reed would like to get something drafted and passed,” said Reed’s spokesman, Stephen Miskin. “A final bill could be prepared before the year is up.”
If lawmakers work at it, “a medical marijuana bill could reach the governor’s desk by Nov. 1,” Leach stated.
