South Dakota Passes House Bill on Industrial Hemp — Update by Hemp, Inc.

Hemp, Inc. (OTC PINK: HEMP) updates its shareholders today on industrial hemp bill HB-1054. Last week, the South Dakota House of Representatives approved a bill that would allow the cultivation of industrial hemp in the state of South Dakota, with a 57-11 vote. South Dakota is yet another state that is realizing the economical advantages of the hemp plant. Hemp, which can be used in the manufacturing of thousands of products, can increase jobs and provide additional revenue for farmers and the state thereby creating a “significant economic development opportunity”.

According to the bill (HB-1054) “Industrial hemp (cannabis sativa l.), having no more than three-tenths of one percent tetrahydrocannabinol, is hereby designated an oilseed. Upon meeting the requirements of sections 2 to 5, inclusive, of this Act, any person in this state may plant, grow, harvest, possess, process, sell, and buy industrial hemp (cannabis sativa l.) having no more than three-tenths of one percent tetrahydrocannabinol. Any person desiring to grow or process industrial hemp for commercial purposes or research shall apply to the Department of Agriculture for a license on a form prescribed by the department in rules promulgated pursuant to chapter 1-26.” To read the full bill, visit the South Dakota Legislature here.

The bill is now set to head to the Senate for consideration. According to the Tenth Amendment Center blog post, “While current federal law authorizes only the research farming of hemp, by research institutions, South Dakota’s HB 1054 just ignores federal prohibition and authorizes commercial hemp production anyway. South Dakota would thus join the continuously growing number other states, including Colorado, Oregon, South Carolina, Connecticut, Maine, North Dakota and Vermont, that have simply ignored federal prohibition and legalized industrial hemp production within their state borders.”

David Schmitt, COO of Hemp, Inc.’s wholly-owned subsidiary, Industrial Hemp Manufacturing, LLC met with Congressmen on Capitol Hill, in Washington, DC last week. Schmitt, along with several industry experts from the National Hemp Association (NHA) including Zev Paiss (Executive Director – NHA); Samantha Walsh (Co-Chair – NHA), Mark Spoone (CEO – Canna Life USA); Mike Lewis (Hemp Farmer from Kentucky); and, Steve Gordon (Managing Partner of Total Spectrum and veteran lobbyist) first met with Jason L. Cooke, Senior Legislative Assistant to Congressman George Holding (R-NC).

After meeting with Congressman Holding’s office, the hemp team met with J.T. Mackey, Legislative Assistant to Congressman Adam Kinzinger (R-IL). During both meetings, Schmitt and others educated Congress on the vast uses for industrial hemp, the numerous products derived from industrial hemp, job creation and economic development.

Schmitt also attended the “Industrial Hemp Expo on Capitol Hill” event in Washington, DC, hosted by Colorado Rep. Jared Polis along with Oregon Sen. Ron Wyden, Oregon Rep. Earl Blumenauer and Kentucky Rep. Thomas Massie on Tuesday, Feb. 2, 2016. The expo helped foster conversation among policymakers regarding industrial hemp economic potential.
